Updated Guidance on Moving House

Our original interpretation of the DCMS and Openreach's T&C was that the DCMS voucher was not transferable if you move house and hence that you should not pledge your voucher if you expect to move house in the next 12 months. This is a particular issue for renters.
However, we have now received clarification from Openreach, where they have said:
"if someone has to move that is fine. It is the address that DCMS want to see the connection in and not the individual. If someone moves out you can approach the new tenant to see if they want to be involved and we can change the details on the voucher."
As a result, the guidance is now that you should pledge your voucher even when there is a risk that you may have to move in the next 12 months as that gives your successor a chance to benefit from the upgrade.
